Harbor Point Redevelopment

Overview

Harbor Point Park and the adjacent Parcel One development represent the final phase of the Harbor Point waterfront transformation, completing a long-term vision to convert a former industrial brownfield into one of Baltimore’s premier mixed-use destinations. The client’s intent was to create a vibrant public realm that seamlessly connects the new T. Rowe Price headquarters, residential towers, retail, hospitality, and waterfront promenade while celebrating the site’s unique cultural, ecological, and industrial history.

The landscape was intentionally designed to merge contemporary urban spaces with naturalized environments inspired by the Chesapeake Bay and the serpentine grasslands of Baltimore County. Throughout the park, native and adaptive plant communities, waterfront gathering areas, plazas, terraces, promenades, and interpretive elements acknowledge the site’s Indigenous heritage and the legacy of the former Baltimore Chrome Works while creating an engaging destination for employees, residents, and visitors.

Scope

Transformation of a former industrial brownfield into a vibrant waterfront destination featuring extensive grading, engineered soils, drainage, irrigation, architectural paving, precast concrete, Ipe decking, plazas, promenades, and site amenities. Landscape installation included 210 trees, 2,000+ shrubs, nearly 20,000 perennials and groundcovers, natural stone features, and turf.
